Currently, we can optionally specify an *.expect file with the metadata
of a regression test. This commit removes that option because it was not
widely used, adds maintenance overhead and makes the transition to a new
build system more cumbersome. Regression files can still be fed to a
solver without removing the metadata first since they are in comments of
the corresponding input format (note that this was not always the case,
it changed in efc6163629c6c5de446eccfe81777c93829995d5).

This commit adds the option of skipping regressions when a specified
feature is enabled. It also changes some of the regression tests to be
skipped when it is a competition build because regressions fail
otherwise. In the tests changed in this commit, we do not care about
reproducing error messages in a competition build, so we can skip them.

This commit adds supprt for the `REQUIRES` directive in our regression
benchmarks. This directive can be used to enable certain benchmarks only
if CVC4 has been configured with certain features enabled.

This commit adds support for multiple sets of command line arguments for
regressions. Each use of a `COMMAND-LINE` directive is interpreted as a
separate set of command line arguments.

This commit adds the option to run regressions with a timeout using the
`TEST_TIMEOUT` environment variable. The default timeout is set to 10
minutes. This should make it less likely that our nightly builds hang
and makes it easier to sort out slow tests.
Default timeout tested with regression level 2 on a debug build with
proofs.
