Enable CryptoMiniSat-backed BV proofs (#2847)
* Connect the plumbing so that BV proofs are enabled when using
CryptoMiniSat
* Also fixed a bug in CNF-proof generation
* Specifically, CNF proofs broke when proving tautological clauses.
Now they don't.
